i want to kill all my grass and lay rocks all around and possibly add small areas of grass and small plants.

rent a sod cutter and a truck to haul all the old turf away… thats probably the best bet, because then you are left with a clean slate…
get rid of the grass and prep the area. dig it out a bit and level or grade it to your liking. Lay down some type of material to prevent weeds from gorwing all over the place. Decide on the plants you want and place them in the ground. Then insert rocks and spred them around evenly.

You’re gonna need a lot of rocks which can get expensive.
I killed all the grass in my yard by spreading black plastic sheets over the grass and leaving it there for a week held down by rocks. The heat kills anything and everything underneath. Then as above stated I used an underlayment (cosco currently has a great deal on rolls of the stuff) to use as a weed block. You can break up the appearance of all gravel with wood chips which I had delivered in bulk and was much much cheaper than gravel.

You can use tall desert decorative grasses to give the yard some dimension, they are also very drought tolerant and never need mowing

if its your house and you never want grass again, why dont you salt the dirt. heavily. it will kill everything in sight. did you also check local ordinances to make sure that its ok?
