Bartender Crew: Rocks/Water Question

At my company Christmas party, I ordered a bourbon on the rocks. It came as I wanted, with a few ounces of bourbon on ice.

My boss came up behind me and asked for a scotch and water, which he got, but it was on ice.

Is that right? Wouldn’t that be a scotch and water on the rocks?

Your on the rocks order was correct. Scotch and water shuold have been served in a "rocks" glass minus the ice.

Even the glasses he gave us were different.

Mine looked like a bigger shot glass and he got his in a standard lo-ball glass.

Oh, and if I wanted mine with ice and water, then you specify both? There’s no cool "bar speak" for it?
Most drinks automatically get ice in them anyways. When you ask for something ‘on the rocks’ it means you only want the liquor you are ordering. When you order any liquor and water/soda/seltzer, its going to have ice regardless and come in a larger glass.
